In 2009, ESEP Ltd developed and launched the delivery of an accredited training programme for operational staff within the Structural Funds Division of the Scottish Government, in order to provide them with the necessary knowledge and understanding of European Structural Funds management verification to a level sufficient to meet the requirements of auditors from the European Commission and the European Court of Auditors. The training course relates to both the European Regional Development Fund and the European Social Fund.
The programme covers all aspects of the verifications required under the Structural Funds Regulations, with a particular emphasis on financial management. Developed as a series of modules and practical exercises, other topics include Verification Planning and Preparation; Eligibility and National Rules; Procurement and Compliance; Indicators and Targets; Monitoring the Horizontal Themes; Financial Engineering; and Project Management and Administration within Supported Projects. The resources and the style of course delivery are suitable for those members of staff new to on-the-spot management verifications and those seeking to update their skills.
The course is delivered via 12 stand-alone modules, each of which can be delivered over either a half-day or full day session. The training is delivered in a user-friendly, interactive style, through a mixture of formal presentations and practical exercises linked to verification case study scenarios.
Working with Carnegie Enterprise, the programme developed by ESEP Ltd has received external accreditation from the Institute of Leadership and Management, the UK’s largest body for management and leadership qualifications. Participants successfully completing the course are awarded a Professional Development Award in Managing the Verification Process (European Structural Funds). To our knowledge this is the only accredited course of its type.
Gordon McLaren, ESEP Ltd Director of Business Development, has been commissioned by the Scottish Council for Voluntary Organisations to provide expert consultancy on the future roles and responsibilities of Scotland's voluntary sector in contributing to national and local development priorities under the next programming period for the European Structural Funds Programmes across Scotland.
ESEP has won a EUR1.04M EU-funded contract to provide technical assistance for Cross Border Cooperation in Kosovo.
