How To Apply : €UROSYS - New IT Project Management System
The Scottish Government are developing a new web-based IT project management system to manage the application and claims process for the Scottish Structural Funds Programmes.
It became apparent last year, after analysis commissioned by the Scottish Government, that the case for replacing the existing web-based data capture (DCS) IT system and database (GM2) was very clear. The analysis confirmed DCS/GM2 are probably only sustainable, in IT terms, for a limited period, sufficient to meet our needs for the 2000-2006 programme period but not for the 2007-2013 programme period.
The Scottish Government therefore undertook a full tender process over Summer 2007 and, after a very competitive process, Real Time Ltd was appointed on 29 August 2007. Real Time, who also deliver current support to DCS/GM2, agreed to deliver both the development and 3 year support contract for a new IT project management information system. The Scottish Government and technical assistance from the new Programmes are providing the required investment finance - approx. £500,000. The programme monitoring committee meetings for Lowlands and Uplands and Highlands and Islands both approved in principle the provision of technical assistance.
This new system, called €UROSYS, will deliver substantial improvements for projects, through more user-friendly web-based technologies (not at the time available to DCS/GM2). It will provide a much more intuitive 'project lifecycle' approach, allowing your projects (and other users in your organisation) to be part of the system from the embryonic stages of development (Stage 1 Application), through to physical and financial completion, final evaluation and project closure. €UROSYS will also provide more robust 'ongoing' monitoring information for your projects, through a much improved reporting functionality.
Before going live to all users in Summer 2008, €UROSYS is operating a live pilot. The pilot covers existing shadow round projects in the Lowlands and Uplands programmes area. In the Highlands and Islands programmes area the pilot encompasses shadow round projects and those also involved in both the initial first and second rounds of funding. The pilot will be assessed in June, with the hope of rolling the system out live to all users thereafter and in good time for full use in the funding rounds to run from Autumn 2008 across Scotland.
