The East of Scotland European Partnership (ESEP) is essentially a network of local organisations working together to achieve the best use of European Grants. The Partnership includes representatives from a host of public agencieswhich are engaged in varying ways in economic development including;

The European Commission
The Scottish Executive
Local Authorities
Scottish Enterprise & Local Enterprise Companies
Universities, Further Education Colleges and Research Institutes
Enterprise Trusts & Local Economic Development Initiatives
Area Tourist Boards
National & Regional Bodies involved in Economic Development
Voluntary Bodies & Charitable Organisations
Environmental Agencies
Equality Agencies.

The Programme Management Executive (PME) was established in January 1995 to support the Partnership. In essence, the PME is the arm of the partnership which is needed in order to undertake programme management tasks and provide support to the various Committees. The PME are responsible for performing the following functions;

Coordinating the preparation of programme documents.
Supporting Programme or Monitoring/Management Committees
Setting Up and supporting the Advisory and Management Groups
Drafting project selection criteria
Administering the project application & project appraisal system
Establishing realistic monitoring indicators
Monitoring physical & financial programme implementation
Managing the strategic impact & review process
Ensuring publicity & promotion.
Advice and guidance to applicants.
