ESF Shadow Round : Overview
Operational Programmes in Scotland, like those in other parts of the EU and the UK, were not able to be approved by the European Commission before 1 January 2007.
The Scottish Government made every effort to achieve this but a late start to 2007-2013 Programmes presented a number of difficulties for some Structural Funds partners in Scotland and the services they delivered, especially those responsible for projects dealing with vulnerable client groups, such as the voluntary sector.
To minimise the disruption the Scottish Government provided funding to some projects supporting these vulnerable groups to compensate for the delays in future programme decisions. This was referred to as the Shadow Round.
Following the appraisal of the applications for funding through the European Social Fund, the Deputy Minister for Enterprise and Lifelong Learning approved the funding of £8,744,253 for 49 applications under the Shadow Round of the ESF Lowlands and Uplands Programme.
At the first meeting of the Programme Monitoring Committee on the 8 November 2007 approval was given for the 49 Shadow Round applications to be included within the recently approved Lowlands and Uplands European Social Fund Programme.
