The Scottish Executive submitted the first draft of the Scottish 2007-2013 Structural Funds Programmes to the European Commission in May 2007 as the start of formal negotiations. These documents were revised in September 2007 and have now been formally approved by the Commission.

National Rules on Eligibility of Expenditure (October 2007)
This document provides information on eligibility of project costs and activities for the 2007-2013 Programmes. There are a number of important changes from the previous programming period that applicants should be familiar with. The National Rules were revised in October 2007.
Lowlands and Uplands Strategic Environmental Assessment Statement
The SEA Statements describe the process of appraisal through which environmental protection and sustainable development have been considered for the new Programmes. The Statements also describe how the findings of the earlier Environmental Reports have been taken into account in the development of the respective Programmes.
Evaluation Plan - Scottish Operational Programmes 2007-13
The Evaluation Plan provides a framework and a context for achieving three key objectives through enhanced monitoring and evaluation systems under the new European Structural Funds Scotland Programmes. These are political accountability, improved programme management and performance, and the need to ensure that the current round of programmes builds in an exit strategy for projects and leaves a lasting legacy.
