2007-2013 Programmes : Community Planning Partnerships (CPP)

In Lowlands and Uplands Scotland funding will be made available to support a selection of Community Planning Partnerships (CPPs) in implementing integrated social inclusion and regeneration action plans. The funding will come from the allocations of Priority 1 of the ESF Programme (Progressing into Employment) and Priority 3 of the ERDF Priogramme (Urban Regeneration).

The funding will support a number of projects set out in the plans and will complement the key role of the CPPs in delivering social inclusion and regeneration goals at a local level. Awards would typically be larger than the awards granted under the rest of the ESF Priority 1 and ERDF Priority 3 funding. Awards will be made for a period of two years and will be independently evaluated on their completion.

Eligible CPPs will be expected to apply for both ERDF and ESF funding as their applications will be assessed on how well can integrate funding from both priorities (separate applications to each priorities will be required). There will be a two-stage application process with the first stage closing on 5 October and the second stage finishing on 9 November. Guidance on how to apply will be provided to CPPs for the first round.

Funding will also be available for individual projects applying under these two priorities. There are no set limits to the funding available for CPPs and for individual projects under these two priorities. These will be decided on the basis of the quality of CPP and individual project applications by the Programme Monitoring Committee after the appraisal of all applications.

Organisations taking part in CPP applications can also put in separate applications for the individual project funding. However, as stated in Question 18, the same activity can only appear in one application. CPPs can also apply to other priorities in the Programmes.

For Lowlands and Uplands Scotland, eligible CPPs must be based in the areas on the list of eligible areas for ERDF Priority 3 and ESF Priority 1. The list of 13 eligible CPP areas are:

The activities will be the same as the list of eligible activities for the relevant priorities within all Programmes. These are listed under the priority descriptions in Chapter 4 of the Operational Programmes. CPPs will be expected to target their funding at the most deprived communities within their areas.

The successful CPPs will have to produce a complementary statement aligned to their Community Plan objectives and Regeneration Outcome Agreements (ROAs), outlining how the additional activity that ESF Priority 1 and ERDF Priority 3 funding will enhance delivery of their ROA objectives. The format for the ROAs after March 2008 is subject to review - consequently, successful CPPs would need to take into account what emerges from that review, including the wider consideration of the single outcome agreement approach.
