East of Scotland Objective 2 Programme 2000-2006 Mid-Term Evaluation Update Report (PDF 2.7 Mb)

The update to the mid-term evaluation focuses on the Objective 2 East of Scotland Programme. It aims to provide an update on the implementation of the recommendations made by the mid-term evaluation of the Objective 2 East of Scotland Programme and assess the impact and added value of the programme.

The update is a regulatory requirement and is a continuation of the mid-term evaluation. The report is not as extensive as the mid-term evaluation itself and primarily focuses in depth on a number of specific topics.

The mid-term evaluation update has been co-ordinated and largely undertaken by the Managing Authority and its intermediary bodies – the European Structural Funds Division in the Scottish Executive and the East of Scotland European Partnership (ESEP).

However, certain key elements of the mid-term update have been delivered outwith the PME and the Managing Authority. The Horizontal Theme Advisors for the programmes – Muriel Mackenzie (equal opportunities) and Dr Calum Macleod (sustainable development) – have provided independent assessments of the contribution of the programmes to the achievement of these themes.

The report as a whole has been compiled and its final conclusions made by the Cohesion and Coordination Team within the European Structural Funds Division of the Scottish Executive, which is functionally independent of the Managing and Paying Authorities for the ESEP.

Following the headings in the Commission’s Guidance, the ESEP mid-term update covers:

  • Chapter 2: a summary of the key recommendations of the mid-term evaluation and a progress report on their implementation
  • Chapter 3: an analysis of the financial progress of the programme in terms of commitment and spend at measure level;
  • Chapter 4: a review of the key features of supported projects in terms of the distribution between different organisational sectors as well as by geographical origin;
  • Chapter 5: the key chapter in the report, which combines a detailed commentary on the outputs and results of the programme (with particular attention to areas of under- and over-achievement as set against targets), a summary of partner views on the performance of the programme and an analysis of the net impacts of the programme.
  • Chapter 6: a review of the impact of ESEP on the horizontal themes of sustainable development and equal opportunities;
  • Chapter 7: the update report’s conclusions.
