The East of Scotland Programme

Parts of eastern Scotland - much of the Forth and Tay valleys, and Fife between them - have seen a major decline in manufacturing industries such as textiles and engineering, and the run down of the deep mining of coal. The East of Scotland Programme Area includes the former Eastern�Scotland Objective 2 Programme Area and the Objective 5b Programme Areas for Rural Stirling and Upland�Tayside, and for North and West�Grampian.

The Programme Area covers over a quarter of the population of Scotland; it includes urban areas and their surrounding countryside, coastal fishing communities and also peripheral and sparsely populated rural areas. All of these communities continue to face challenges presented by the decline in traditional industries and the impact of globalisation. The biggest challenge of all is to sustain and include local populations and the active workforce in ways which are economically viable and environmentally sustainable.

The East of Scotland has been receiving assistance from European Structural Funds for over a decade.
This section provides a summary of the 2000 - 2006 programme.

Information on how past programmes have performed (1994 - 1996 & 1997 - 1999) can be found in the annual reports.

ESF at a Scottish level is now being administered through the Objective 3 Programme. A link to the Objective 3 website can be found in this section.

The Programme Complement

Programme Complement CD Cover The Programme Complement was agreed by the European�Commission on 7 October 2002. It describes the reconversion strategy for the East of Scotland, and importantly sets out in detail the Programme Priorities and Measures under which ERDF�assistance will be provided. It also provides essential guidance, including the project selection criteria, to assist organisations wishing to apply for financial support.

ESEP�Programme leaflet

ESEP Leaflet ESEP�Ltd have produced a general information leaflet to publicise the East of Scotland Objective 2 Programme 2000-2006.

The leaflet provides an introduction to: the Strategic Aim of the East of Scotland Programme; the Financial Allocations for the Programme; background information on the formation and composition of the East of Scotland European Partnership.

The leaflet also explains the framework of the three Priorities: Priority 1:�Strategic Economic Development; Priority 2: Strategic Locations and Sectors; Priority 3: Community Economic Development

Within each�Priority, a brief explanation of the scope of each Operational Measure is given, as well as illustrative examples of projects already funded by the Programme.
